Two companies in AL get tax breaks

Way to go Demopolis, AL.  I believe this is the way to get true return for the investments companies make in local communities.  What this article doesn’t explain is what happens if the project doens’t finish, or the compan(ies) more before their abatement period is over?  Must they pay back everything they saved.  Where’s the protection for the future of the community?
